Safeguards, Subsidies and Roles & Challenges, for Chartered Accountants, by Mr. A.K.Gupta Mr. A.K.Gupta gave a presentation on 05.02.2010 in the prestigious Institute of Chartered Accountants of India on “Antidumping, Safeguards and subsidies and the roles and challenges for the Chartered Accountants”. Presented at the presentation were CA Anuj Goyal, Chairman, Committee on Trade Laws and WTO, Mr. Girish Ahuja and other members of the Institute. Speaking on the course of International Trade Laws and WTO conducted by the Institute, he emphasized that unlike other service areas, the course may not open up immediate options for service in the area of Trade remedial measures for the members. He was also of the view that the mandatory training for the course may be done away with, as it is not practical for a Chartered Accountant with an experience to spare 2 months and also the fact that after getting exposure to industries, very less space is left for a Chartered Accountant to go for the prescribed mandatory training. He was also of the view that Chartered Accountants can perform better in the area of Trade remedial measures as compared to other professionals. Speaking on WTO compliance audit, he said the audit can be a good opportunity for practicing Chartered Accountants and the Institute should structure the WTO compliance audit and may include it in the notes to accounts. During his presentation, he explained the various concepts of Antidumping and safeguards like meaning of Domestic Industry, like article, dumping margin, injury margin, and investigation procedure. He also explained that Dumping does not mean selling below cost nor it is illegal. The event was concluded by a message from the Chairman to the members and a thanks giving to Mr.A.K.Gupta for enriching the members with his knowledge on the Trade remedial measures. |
